Sedums are hard to beat.

There are endless varieties and if you can get hold of a piece off someone’s dry wall costing you zilch (I’ve taken bits growing from customers’ rotten window sills and roof tiles while doing sash window restorations) poke them into compost or into the ground and they’ll usually take even when there’s little moisture. But plant them near water and they’ll grow towards it, as I’ve discovered by planting them near our pond. So they’ll tolerate drought, but prefer moisture if they can get it.
