Of All The Conservative Councils Why Does Dorset have The Lowest Funding Per Head?

Please can someone explain why Dorset has such a low funding level per head of population in comparison to every other Conservative council in the country.

 And then please explain why Weymouth and Portland has the highest council tax bill in the whole country?
