ICRC: Cancel your joint conference with the Israeli Institute for National Security Studies (INSS) at Tel Aviv University!
We, the undersigned, demand the International Committee of the Red Cross (ICRC) in occupied Palestine to cancel the upcoming conference titled “Challenges of Warfare in Densely Populated Areas”, scheduled to take place at Tel Aviv University on the 4th of September 2014 due to its full cooperation with The Institute for National Security Studies (INSS). We, the undersigned, petition the participating delegation from the ICRC to issue an official apology for co-organizing, participating, and funding previous conferences under the same title and topic.
The INSS is one of the most influential Israeli military institutions that shapes public discourse on issues of Israel’s “national security”, which indicates its responsibility for envisioning and formulating all the war crimes committed by the Israeli Occupation Forces (IOF). Furthermore, the director of the INSS, Amos Yadlin, is an ex-general in the IOF who served for years as the head of the Israeli Military Intelligence Directorate (Aman), and played a leading role in war crimes committed in Gaza in 2008/2009 and in the Mavi Marmara massacre.
According to the INSS official website; the overall aim of the conference is “to explore ways of enhancing the protection of civilians in the challenging circumstances of warfare in densely populated areas.” However, reading between the lines reveals the disgraceful complicity of the ICRC, a humanitarian organization that claims neutrality and independence. The conference will honor key figures in the IOF, which is accused of committing crimes against humanity according to the ICRC itself. By co-organizing this conference, the ICRC will be giving those key figures a venue to proudly brag about their latest military technologies they claim is being used in wars against “terrorists” and cause no harm to civilians only that in Gaza few hundred kilometers away, this is proven to be a lie.
The joint participation between the ICRC and the INSS can only be seen as a way to provide international and legal protection for Israel’s war crimes against Palestinians, as the research the INSS produces is utilized and translated into new killing methods for the IOF.
The ICRC’s mandate is “to promote the implementation of the tenets of the International Humanitarian Law, and to remind the various conflicting parties of these laws”. Here, we must ask the question: is the participation of a semi-official Israeli institution specialized in security and military issues can be regarded as a reminder of the laws of war? Isn’t it a condemnable contravention of the “neutrality” claimed by the ICRC? How can the ICRC claim neutrality and upholding of these laws while sponsoring events with those that openly violate it?
We have the right to ask: How does the ICRC promote and uphold the laws and tenents of international humanitarian law, especially in light of the war crimes committed in the latest attacks on Gaza ? Or is it sufficient for the ICRC’s employees in Tel Aviv to nod their heads in approval of the lectures of the occupation army’s Israeli generals, who openly declare how proud they are of their weapons and their crimes in these conferences?
In light of the recent attack on Gaza, where the intensity of bombing against civilians in Gaza has reached a new level of brutality, we witnessed complete and total complicity and silence from international organizations, as demonstrated by the ICRC office in Gaza who ignored the desperate calls of Gazans requesting to be transferred from their homes that were being shelled by the IOF.
While the residents of Shujaeia and Khuzza’a were suffering from the most brutal attacks in decades, the ICRC workers shut off their phones and stopped receiving calls, according to testimonies collected by survivors from that area before they lost all means of contact to the outside world. This conduct contradicts the ICRC’s mission statement, which states that the ICRC’s mandate includes “assisting civilians in conflict areas by transferring them to safe areas or providing for them their essential needs for survival”.
Hence, this petition calls human rights organizations to take a serious attitude towards this shameless cooperation between ICCR and INSS, and invites them to sign it and push for the cancelation of this joint conference.
Who are the INSS?
The Institute for National Security Studies specializes in Israeli security and military studies. The staff includes Israeli Army officers working as researchers and strategists. One of the objectives of the INSS is to provide Israeli decision-makers with creative solutions to overcome the security challenges facing Israel. According to INSS website, the institute provides its services to military and government agencies. Moreover, the director of the INSS holds regular meetings with the Israeli President, the Prime minister, the Army Commander, and the minister of “defense”.
Through a network of current and former military personnel, academics, and political theorists, the INSS seeks to develop new military strategies that match the new challenges and developments in the field, so as to ensure continuity of the occupation army and the renewal of his methods. The INSS can be described as one of the numerous military “kitchens,” which generates the tactics of aggression against the Palestinian people. The INSS is one of the tools in the hands of the Occupation to improve its military plans.

عريضة للمطالبة بإلغاء المؤتمر الدّوري المشترك بين اللجنة الدولية للصليب الأحمر ومعهد دراسات الأمن القومي في جامعة تل أبيب INSS، والإعتذار ومحاسبة المسؤولين في المؤسسة الدولية عن تمويل وتنسيق المؤتمرات السابقة
نحن الموقعون/ات أدناه، نطالب اللجنة الدولية للصّليب الأحمر بفرعيها في فلسطين المحتلة عام 1948 والمحتلة عام 1967، بإلغاء المؤتمر المشترك تحت عنوان “تحديات القتال في الأماكن المكتظة سكانيا”، والذي تنظمه في الرابع من أيلول 2014 بالشراكة مع معهد دراسات الأمن القومي في جامعة تل أبيب، والاعتذار ومحاسبة المسؤولين في المؤسسة الدولية عن تنسيق وتمويل المؤتمرات السابقة.
يعتبر معهد دراسات الأمن القومي INSS تل أبيب، “خزان التفكير” الأكثر تأثيراً في صناعة السياسات العسكرية والأمنية للمؤسسة العسكرية “الإسرائيلية”، ويتحمل العاملون فيه المسؤولية عن كلّ جرائم الحرب التي يرتكبها الجيش “الإسرائيلي”. هذا بالإضافة إلى كون رئيس المعهد الجنرال عاموس يدلين – رئيس جهاز الاستخبارات العسكرية السابق- مطلوب للعدالة لإرتكابه جرائم حرب في غزة ومذبحة سفينة مرمرة التركية.
إنّ الرعاية المشتركة لمؤتمر “تحديات القتال في الأماكن المكتظة سكانياً” على مدار الأعوام السابقة بالإضافة إلى المؤتمر المنوي عقده في بدايه شهر أيلول لا يمكن قراءتها سوى أنها وسيلة لتوفير غطاء شرعيّ وقانونيّ للسياسات الإجرامية التي يقوم معهد دراسات الأمن القومي بتوصيتها، ويتم تطبيقها لاحقا على الأرض بقتل المدنيين الفلسطينيين.
يقول الصّليب الأحمر أن من مهامه “التشجيع على تطبيق قواعد القانون الدولي الإنساني وتذكير الجهات المتنازعة بتلك القوانين”، وهنا يحق لنا السؤال: هل مشاركة مؤسسة شبه رسمية إسرائيلية مختصة بالشؤون الأمنية والعسكرية هو من باب التذكير بقوانين الحرب؟ أم هو خروج فضائحي عن مبدأ “الحيادية” الذي تدعيه اللجنة الدولية؟ ألا يستلزم الحياد الذي تدعيه منظمة الصليب الأحمر أن تذكر بتلك القوانين دون أن تصبح طرفاً شريكاً مع من ينتهكها جهاراً نهاراً؟ ولنا الحق أن نسأل، هل ترسل منظمة الصليب الأحمر رسائل لتذكير “إسرائيل” بكم القوانين والقواعد الانسانية الدولية التي انتهكت في العدوان الأخير على غزة، أم يكتفي موظفوها في تل أبيب بطأطأة رؤوسهم إعجاباً بمحاضرات ضباط جيش الاحتلال المفتخرين بأسلحتهم وجرائمهم في مثل هكذا مؤتمر؟!
وهنا لا بدّ لنا من ذكر الشكاوى التي تعالى صوتها من أهلنا في قطاع غزة المحاصر بشأن تقاعس الصليب الأحمر في إخلائهم، وبخاصة في حي الشجاعية وبلدة خزاعة، حيث وقعت مجازر دموية بحق المدنييين. وقد نقلت مواقع إعلامية تسجيلات صوتية وشهادات حيّة من أهالي حي الشجاعية يقولون فيها إن موظفي الصليب الأحمر تهربوا من الردّ على اتصالات الأهالي، وأن رقم الهاتف الذي نشره الصليب الأحمر لاستقبال اتصالات الناس كان مغلقاً غالب الوقت. هذا وتعرّف اللجنة الدولية للصليب الأحمر إحدى مهامها بمساعدة “المدنيين على عبور خطوط المواجهة أو تزويدهم عبر الحدود بالمواد الأساسية الضرورية لبقائهم على قيد الحياة”.
وقد يتعذر الصليب الأحمر أن ظروف العدوان على غزة والقصف العنيف قد منعه من أداء مهامه، وإذا قبلنا هذا العذر القبيح، فكيف يمكننا قبول أي عذر حول المشاركة في التخطيط والتمويل لمؤتمر كمثل المؤتمر المذكور. بحسب موقع المعهد الإسرائيلي يهدف المؤتمر إلى البحث عن “طرق مبتكرة لتحسين وتعزيز حماية المدنيين، وسط ظروف يتم فيها القتال في مناطق ذات كثافة سكانية عالية، ويسعى المؤتمر إلى إثارة الوعي والانتباه حول مدى ملاءمة العقائد العسكرية لما ينص عليه القانون الدولي في التعامل مع المدنيين”.
هذا الهدف وإن كان يبدو “عادياً” في ظاهره، إلا أنه يخفي وراءه ملامح “فضيحة” لمنظمة تعتبر نفسها منظمة انسانية مستقلة وحيادية. فكيف لمؤسسة مثل الصّليب الأحمر المشاركة في مؤتمر يفخر فيه، وبكل وقاحة، ضباط كبار في جيش الاحتلال سبق وارتكبوا “جرائم حرب”، بالوسائل التكنولوجية التي طوروها لاستخدامها في الحرب، والتي يدعي الاحتلال أنها طوّرت من أجل استهداف “الإرهابيين” وحدهم دون الاضرار بالمدنيين، ليأتي العدوان على غزة فيما بعد ويظهر كذبهم، ويثبت الاستهداف المقصود والممنهج للمدنيين. ألا يفترض بالصليب أن يحافظ على مساحة واحدة من كافة الأطراف، كما يقول؟ إن المساحة بين الصليب وجيش الاحتلال متمثلاً بوجهه الأكاديمي البحثي في معهد دراسات الأمن القومي تكاد تكون منعدمة، بل تتحول إلى دردشات ومجاملات وإطراءات تجري على حساب دماء الأبرياء.
ومن هنا فإن هذه العريضة تطالب المؤسسات الحقوقية بأخذ موقف جادّ من هذا التعاون المكشوف والمفضوح بين مؤسسة إنسانية دولية وبين أحد أذرع دولة الاحتلال العسكرية، وتدعوها للتوقيع عليها والضغط باتجاه إلغاء هذا المؤتمر المشترك.
ما هو معهد دراسات الأمن القومي؟
معهد دراسات الأمن القومي هو معهد دراسات إسرائيلي يختص في الدراسات الأمنية والعسكرية الإسرائيلية، ويضمّ عدداً من كبار ضباط جيش الاحتلال الإسرائيلي يعملون في مكاتبه كباحثين ومخططين استراتيجيين. يقول المعهد في صفحة التعريف عن ذاته على الشبكة العنكبوتية إن من مهامه “خدمة صانعي القرارات في إسرائيل على اختلاف درجاتهم ومهماتهم، واقتراح حلول إبداعية لتحديات الأمن القومي التي تواجهها إسرائيل”. ويقدم المعهد بحسب الموقع، خدماته للعسكريين والجهات الحكومية وكبار المخططين الاسراتيجيين، والتي تأتي في صور عدة كالجلسات الإرشادية المغلقة، وجلسات المحاكاة، والمشورة. عدا عن ذلك، يعقد مدير المعهد اجتماعات دورية دائمة مع رئيس الدولة، رئيس الوزراء، رئيس الأركان، ووزير الدفاع. ويسعى المعهد عبر شبكة من العسكريين السابقين والحاليين، والعاملين في المجالات الأكاديمية والمجالات السياسية إلى تطوير نظريات واستراتيجيات عسكرية جديدة تلاءم التحديات الجديدة والتطورات في الميدان، بحيث تضمن لجيش الاحتلال الاستمرارية وتجدد من أساليبه.
يمكن وصف المعهد بأنه أحد المطابخ العسكرية العديدة التي تصنع فيها تفاصيل وتكتكيات الحروب والعدوان على شعبنا الفلسطيني. ويعتبر المعهد أداة بيد “إسرائيل” لتحسين خططها العسكرية.
