The caution is not without precedent. Earlier this year, a council worker in Manchester was attacked by a passer-by who mistakenly believed he was taking down an England flag. The incident highlighted how symbolic displays have become flashpoints for individuals seeking to police the meaning of national or cultural emblems.
In recent years, some far-right commentators have also been known to destroy Pride flags and express hostility toward displays they perceive as challenging their preferred symbols. Although there is no indication that such groups were involved in the Brighton case, the atmosphere of heightened sensitivity has created a setting in which institutions may choose to err on the side of withdrawal rather than confrontation.
