Reform UK Refuse To Comment As Councillor Under Police Investigation For Voter Grooming

Reform UK have refused to comment when contacted by a local independent media outlet, Leicestershire Live. This follows Joseph Boam, the former deputy leader of Leicestershire County Council for Reform UK, being the subject of a police investigation following allegations he attempted to influence voters by distributing free ice cream outside a polling station during May’s local elections.

The 22-year-old councillor, who resigned from his cabinet role for adult social care last month, was filmed allegedly handing out ice creams from a family-owned van during the campaign in North West Leicestershire.

Leicestershire Police confirmed they have received a third-party report regarding the incident and are assessing whether it constitutes a breach of electoral law. A police spokesperson stated: “The force received a report from a third party of an ice cream van outside a polling station in May 2025. This is being assessed as to whether this constitutes treating under electoral malpractice.”

The allegations have prompted calls for his suspension from his political duties while the investigation is ongoing.

Understanding ‘Treating’ in Electoral Law

The investigation centres on the electoral offence of “treating.” According to the Electoral Commission, it is illegal under the Representation of the People Act 1983 for an individual to give or provide any food, drink, entertainment, or provision to influence a person to vote or refrain from voting. The offence applies whether the treating takes place before, during, or after an election.

If proven, the consequences can be severe. A person found guilty of treating is liable, on conviction, to an unlimited fine and can be imprisoned for up to one year. Furthermore, they can be barred from voting and holding elected office for five years.

Councillor Boam’s actions have drawn significant attention, not only due to the police probe but also because of his recent high-profile resignation from the council’s cabinet. He had previously stated he was “fully committed” to his role despite plans to return to university.

The investigation remains in its assessment phase as police determine whether there is sufficient evidence to proceed with a formal investigation.
