Report Finds that Police Officers Fear Reporting Misconduct by Colleagues

Recent Police Federation (PFEW) surveys and statements reveal significant concerns that police officers fear negative consequences when reporting colleagues’ misconduct, leading to a “blue wall of silence”. Key findings show dissatisfaction with how misconduct is handled, lack of support for whistleblowers (especially from senior leaders), and varying levels of trust across forces, with many feeling unprotected and less willing to come forward, impacting overall integrity and public confidence, as highlighted by major scandals like Charing Cross.

• Fear of Retribution: Officers worry about poor support, lack of respect, and potential career damage for reporting misconduct, directly reducing their willingness to speak up.
• Inadequate Support: A large percentage (42%) believe members who report misconduct or act as witnesses are poorly supported, with this lack of support being a major barrier.
• Handling of Complaints: Significant dissatisfaction exists with how forces handle police-on-police complaints, with stark differences between forces (e.g., the Met vs. other regions).
• Culture of Silence: The “blue wall of silence” prevents reporting, with officers feeling senior leaders don’t face the same accountability as frontline PCs.
• Learning & Improvement: While new regulations aim for a learning culture, officers question if these are applied fairly, especially concerning senior officers, leading to calls for clearer reporting lines and better training for Professional Standards Departments. 

PFEW’s Stance & Actions:

• The PFEW champions a culture change, pushing for better support (like their Victims & Witness Support Programme) and ensuring fair processes, including the use of legally qualified chairs in hearings.
• They condemn misconduct but emphasize the need to support the vast majority of ethical officers and acknowledge systemic issues, not just individual failings, says the police federation.
