Poole Tourism Management Board and Bournemouth Tourism Management Board question Navitus Bay’s ‘minimum 1,700 local jobs’ claim “We urge EDF and Eneco’s Navitus Bay to come clean”

Dear Mr Grant

As you know, local businesses in Poole and Bournemouth are extremely concerned about the risks the construction of the Navitus Bay offshore wind farm poses to tourism, jobs and the local economy in general.

NBDL has not assessed the value of the risks to the local economy but has claimed that the project ‘has the potential to create a minimum of 1,700 local jobs’ during the four year construction phase of the project.  Although gains in one area of an economy do not directly compensate for losses in another, the level of potential benefit is clearly important to all.

To date, you have not announced how, when or where these minimum 1,700 jobs would be created.  Your supply chain analysis by BVG Associates does not provide an adequate level of detail.

Please would you supply:

  • a breakdown (to supplier contract level) of these 1,700 jobs and their durations;
  • the breakdown of associated, annual direct expenditure by NBDL in the local economy that would support these jobs;
  • where (geographically) that expenditure would be made and
  • what assumptions lie behind your numbers.

As 1,700 is the minimum number, what is the maximum number that the local region could reasonably expect?

For the O&M phase, you have claimed that up to around 140 FTE local direct jobs would be created (if the full 970MW capacity were built).  What would be the corresponding local content of NBDL’s direct expenditure on O&M, how is it broken down, and where would it be made? Is it fair to assume that O&M jobs and expenditure would vary directly with the actual installed capacity?

We are also interested to know what the local content of CAPEX may turn out to be, so please would you provide details of the supplier(s) for:

o   The manufacture of the turbine rotors

o   The manufacture of the generators

o   The manufacture of the nacelles

o   The manufacture of the gearboxes

o   The manufacture of the main shafts

o   The manufacture of the turbine towers

o   The manufacture of turbine foundations

o   The manufacture of the high voltage cabling

o   The manufacture of the offshore substations

o   The manufacture of the onshore substation

o   Offshore installations

o   Onshore installations

o   Decommissioning and Disposal

Given that you have already announced that MHI Vestas is your preferred supplier for the production of the turbine blades, we think you should by now be able to share details of which companies are the preferred suppliers for the other key components of the development.  

One of our concerns is that you have not shared this information yet because the majority of contracts would be awarded overseas and not to local or even UK-based companies. 

We respectfully request that you allay our concerns on these matters.
