We know who they are. They receive instructions from central office or a designated person and then they repeat, repeat, repeat like cybermen. Ask them a question and they either turn abusive or simply vanish, until the next time. Then repeat, repeat, repeat.
Now however, no one can ever argue they do not know how it works or be able to spot one anytime, anywhere.
