Dorset PCC Innovates to enable strengthened partnership working in 21st century style

Dorset Police and Crime Commissioner Martyn Underhill has successfully secured Home Office funds to accelerate his vision of delivering an integrated multi-agency approach for victims, vulnerable people and high-risk offenders in Dorset.

Secure sharing of information and partners being able to work collaboratively in one secure digital place are held as critical success factors for the battle against crime, and ensuring joined up justice for victims. Dorset now has that with ‘pam’, a powerful cloud software platform from Alliantist.

Martyn Underhill and the staff of the Office of the Police and Crime Commissioner have been using pam since mid-2013 and believes it to be an essential tool in multi-agency working: “One of my manifesto promises was to improve the way that agencies share information. I am delighted that Dorset has secured this money from the Home Office which will accelerate my plans to boost partnership working in high risk areas of business. This is a hugely exciting and innovative development and I am proud that my office are making this platform available to the local government community and wider public service providers in Dorset. We now have the platform and the potential of joining up agencies to achieve great things together and to protect the most vulnerable.”

The Commissioner added: “This technology holds the potential to fundamentally change the way that public sector organisations share information and collaborate. It will deliver a new and innovative service to the victims of crime and the people of Dorset through our new Multi – Agency Safeguarding Hub and the Dorset Victims Bureau. I am optimistic that pam will produce better outcomes from multi-agency partnerships by practitioners sharing information with confidence and trust and in delivering effective commissioning and enhanced strategic planning in these times of reduced funds across the public sector.”

The Home Office encouraged public/commercial partnership bids for the 2013/14 Police Innovation Fund. This successful bid will deliver services for 3 years and is the result of collaboration between Dorset OPCC and Alliantist. Initiatives being delivered include victim referrals through the Victims Bureau, enhancing the work of the Multi – Agency Safeguarding Hub, supporting Integrated Offender Management and wider civil contingencies working as well as being the programme tool for exploring police collaboration in the South West.

Mark Darby is the Chief Executive of Alliantist, the organisation behind pam. He said: “This epitomises what the government is aiming for, with public sector organisations innovating on new solutions together with small specialist providers. This initiative will allow agencies to work better together at lower cost and risk to deliver success in numerous high priority crime and justice areas for Dorset.”

The Police Innovation Fund will be established from 2014/5 and be worth up to £50 million a year. However, ahead of its full year of operation, the Home Office has made a precursor fund of £20 million available to PCCs in 2013/14. Every police force in England and Wales received a share of a £20m Home Office fund for projects aimed at transforming policing. Dorset Police also benefited from the Police Innovation Fund this year. It received significant funds towards Mobile IT and Forensic Science services.
